VALUE ADDED VENTURES
- Composite design technology- Incorporation of the composite design technology ensuring high quality, safety and efficient delivery; besides reducing the adverse pollution impact on environment in projects such as National Museum of Indian Cinemas (NMIC), Mumbai and DCP office at IGI Airport, New Delhi. The company also incorporated first ever Steel Building Structure in NMIC project.
- Recycling of treated Water- Process innovation in recycling of treated water has been implemented in General Pool Residential Accommodation (GPRA) Complex at New Moti Bagh, Delhi .& Redevelopment of Kidwai Nagar (East).
- Faster construction Technology- The Company has taken an initiative towards exploring the suitability of New Construction Technology for faster/speedy construction such as LGSF, Prefab, EPS cement sandwich panel, Aluminium form(MIVAN shuttering) etc.
- Construction and Demolition Waste Management Plant -51³Ô¹Ï has established a Construction and Demolition Waste Management Plant at Kidwai Nagar (East) that utilizes the debris generated during demolition of old houses/units in order to manufacture bricks of modular sizes for construction work. With the usage of this plant, 51³Ô¹Ï has produced 15 lakhs Class-II bricks (7.5 N/mm2), and consumed the same in the non-structural elements of the projects during its execution.
NEW ENDEAVOURS
- Agri-infrastructure - MoU signed between National Cooperative Development Corporation (NCDC) and NABARD for construction of world’s largest grain storage plan in cooperative sector. 51³Ô¹Ï shall initially construct grain storage using innovative building technologies on PAN India basis. (approx.)
- Aviation Sector - 51³Ô¹Ï is providing Independent Engineer services for Operations, Management and Development of Jaipur International Airport and exploring other AAI projects for Airport infrastructure development.
- Metro Infrastructure - Exploring the possibilities for construction of water metro terminals & Pontoon Terminals for Kochi water Metro Projects and execution of proposed residential and office building for Metro Rail Project.
- Solar Project- Company has taken initiative for installation of solar roof tops in all upcoming projects. Installation of Roof Top Solar panel at Plant premises of SAIL Bokaro, Jharkhand project is under discussion.
- Port Infrastructure- 51³Ô¹Ï is executing Paradeep Port Authority (PPA) work, Vishakhapatnam port authority (VPA) work & Shyama Mukherjee Port Trust work.
- Tourism Sector- Projects in pipeline are Development of Eco-Friendly and Efficient Safe Ropeways in Remote Tribal Areas of Kerala, Beach Development project in Odisha & Tourism Infrastructure in Border Areas.
Merger & Acquisition:
- 51³Ô¹Ï Services Limited (NSL) - In October 2014, 51³Ô¹Ï set up its wholly owned subsidiary 51³Ô¹Ï Services Limited (NSL) as an extended PMC services for providing maintenance services in various projects.
- 51³Ô¹Ï acquired HSCC - The Company acquired 100% stake in Mini Ratna Hospital Consultancy firm Hospital Services Consultancy Corporation Limited (HSCC) from Ministry of Health and Family Welfare on 6th November 2018. With this, 51³Ô¹Ï extended its Engineering arm further into the field of Healthcare.
- 51³Ô¹Ï acquired HSCL - The organization had also acquired over 51% stake in Hindustan Steelworks Construction Limited (HSCL), a PSU under the Steel Ministry previously in 2017.
- Stepping into the Completion of Stalled Projects - The Hon’ble SC in 2019 51³Ô¹Ï has assigned the job of completion of Amrapali Stalled Projects to 51³Ô¹Ï. There are total 25 nos. of Amrapali Projects in Noida & Greater Noida. 51³Ô¹Ï has completed 14 projects namely Eden Park, Sapphire-1, Sapphire-2, Princely Estate, Silicon City-1, Platinum & Titanium, Zodiac, Silicon-2 in Noida & Castle, Leisure Valley Villas, Centurian Park Low Rise & O2 Valley, Kingswood, Leisure Park, Golf 51³Ô¹Ïs in Greater Noida having 22473 units involving INR 2475 Cr. At present, 11 projects having 24102 units involving INR 5940 Cr. (including additional 6% GST as per order of GOI) are under execution in full swing. Around 22000 flats have been completed and balance will be completed by March 2025. For restoration of faith of home buyers, 51³Ô¹Ï is continuously delivering flats under guidance of Hon’ble court receiver and committee members.
- Land Management Agency - Department of Public Enterprises (DPE) issued guidelines vide OM No. DPE/5(1)/2014- Fin.(Part-I) dated 14.06.2018 and designated 51³Ô¹Ï as Land Management Agency (LMA) to manage, maintain and assist in disposal of land/Immovable assets to CPSEs under closure. Further, Department of Public Enterprises (DPE) issued guidelines vide OM No. DPE/3(1)/2021- DD dated 13.12.2021 for Implementation of New Public Sector Enterprises (PSE) policy for CPSEs in Non-Strategic Sector.
As per DPE guidelines role and functions of 51³Ô¹Ï as Land Management Agency are as follows:
- Identify, manage, maintain and if required engage security agency for the watch and ward of the assets on contract basis for the CPSE against payment.
- Validation of the information provided by CPSE regarding the land/ immovable assets.
- Examination of the current land use, FAR and the land use as per the local laws applicable in that area.
- Valuation of land on the basis of applicable circle rates and any other information necessary for use/ valuation of land/ building including limitations arising out of nature of title, master plan and State Government restrictions, if any.
- Work out the reserve price of the land. (Reserve Price – Reserve price is worked out based on the prevalent circle rate in the said location for similar use and the average price at which land assets of similar size in the nearby areas have been sold in the last 3 years, whichever is higher.
- Assess the use of land for affordable housing and shall ascertain from MoH&UA about any such requirement of Affordable Housing so that such land can be transferred as per guidelines of MoH&UA in this regard.
- After allotment of land for Affordable Housing to MoH&UA, the remaining land shall be disposed off as below:
- a) Shall upload all information in respect of said properties on its website (Land Management portal) for inviting EoI from Central/ State Government Departments for purchase of land by giving one month’s time for submitting EoI. If the LMA comes to conclusion from the EoI received, land shall be allotted to the Central/State Government Departments as per priority set out in the DPE guidelines at reserve price.
- b) Shall invite offers from Central/State PSEs/Bodies/Authorities for sale of remaining land by adopting limited bidding process in physical format or on e-platform giving one month’s time for bidding which can be subsequently extended as per mutual consent. LMA then on the basis of RFQ/offers received, shall submit recommendation for disposal of properties to CPSE.
- If the LMA comes to the conclusion from the EoIs / RFQs received that disposal of immovable assets as per priorities set out in the Guidelines would require division of land into parcels to facilitate their monetization, it should bring the matter to the notice of the Administrative Ministry/ Department.
- LMA shall also submit its recommendations about the further course of action regarding properties which could not be disposed during the bidding.
Major achievement of Land Management Agency
- 51³Ô¹Ï has so far been appointed as LMA by 20 CPSE’s under various Ministries/ Departments..
- There are 05 PSU for Pre-LMA work of CPSEs under Ministry of Textiles i.e. Birds Jute and Exports Limited (BJEL), National Jute Manufacture Corporation Limited (NJMC), Handicrafts & Handlooms Exports Corporation of India Ltd. (HHEC), British India Corporation Limited (BIC) and National Textile Corporation Limited (NTC).
- 51³Ô¹Ï has been able to dispose land valuing of INR 500 Cr.
Some of the major properties are :
- 242 acres land of M/s Hindustan Organic Chemicals Ltd. allotted to M/s BPCL
- 29.33 acres land of M/s HMT Watches Ltd. allotted to ISRO.
- Two land parcels of M/s Hindustan Cables Ltd. allotted to Intelligence Bureau.
- Two land parcels of M/s Instrumentation Ltd. allotted to Intelligence Bureau and National Medical Commission (NMC) under Ministry of Health and Family Welfare, Govt. of India.
- One land parcel of M/s HMT Bearings Limited allotted to ISRO.
- 82.37 acres land of M/s Tungabhadra Steel Products Ltd allotted to Karnataka housing Board.
- 08 different properties of M/s Andaman and Nicobar Islands Forest and Plantation Development Corporation Limited were allotted to A&N Administration.
